The City of Eastvale has transitioned to online project review. The online portal is the fastest way to get from application to approval.

Prepare 4 sets of scaled, complete plans with structural calculations and product manufacturer’s specifications (where applicable) and bring them to City Hall along with a check or money order for payment (credit cards and e-checks are only accepted online).
If you applied online, log in to the Eastvale Permit Portal, click “My Records”, choose your permit, click “record info” then click “inspections”. You will be able to select the next available inspection time or a future time that works for you.

Yes. Water heaters and HVAC are generally reviewed and issued over the counter, provided that there are no special design requirements or circumstances to the application.
City Hall is open 7:30 a.m. to 5:30 p.m. Monday – Thursday. We are closed Friday, Saturday, Sunday, and all government holidays. However, you can submit projects online 24/7. You can also make an appointment during City Hall hours using the link below.

Any construction within the city located within one-fourth of a mile from an occupied residence shall be permitted Monday through Saturday, except nationally recognized holidays, 7:00 a.m. to 7:00 p.m. No construction shall be allowed on Sunday or nationally recognized holidays unless approval is obtained from the city building official or city engineer.

Every permit issued shall become invalid unless the work on the site authorized by such permit is commenced within twelve months after its issuance, or if the work authorized on site by such permit is abandoned for a period of one hundred eighty days after the time the work is commenced. The Building Official is authorized to grant, in writing, up to one extension of time for action by the permitee for a period not exceeding one hundred eighty dats each time upon payment o appropriate fees and a written request by the premittee showing that circumstanced beyond the control of the permittee have prevented action from being taken.
Time limitation for permit as the result of code enforcement action shall expire by limitation and become null-and-void sixty days after the date on which the permit is issued. The Building Official is authorized to grant, in writing, up to one extension of time for action by the permitee for a period not exceeding one hundred eighty days each time upon payment of appropriate fees and a written request by the permittee showing that circumstances beyond the control of the permitee have prevented action from being taken.

Permits are required to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, as specified in the City of Eastvale Municipal Code Section 110.05.010 and 2019 California Residential Code Section R105. See also Section R105.2 for exemptions.
Yes, they must submit a notarized letter of authorization signed by the legal property owner. Provide copies of legal identification of property owner and agent and proof of legal ownership of subject property by property owner signing the authorization letter.
The City of Eastvale Municipal Code and 2019 California Building Code requires a minimum setback of 5’ from structure projects (eaves, etc.) to the property line for combustible materials and a minimum of 1 hour rated construction for walls and projections and a maximum wall opening of 25% of the total wall area facing the property line between 3’-5’ from the property line. Applicant must also contact the City Planning Division at (951) 703-4460 for additional setback requirements (where applicable).
All projects are reviewed in the order received. However, if you apply online, your project enters the queue faster than applying in person.
The City accepts credit cards and e-check payments for online submittals. If you are applying in person, please bring a check or money order.

Yes. The legal property can apply as an ‘Owner Builder’ and must sign a declaration.

A fence, be it on the property line or otherwise, is exempt from the requirements of a building permit provided that it 7’ or less in height (measured from the bottom of the footing to the finished height) and it is not retaining earth or supporting a surcharge per the City of Eastvale Municipal Code Section 110.05.010 and 2019 California Residential Code Section R105.2. You will also check-in with the Planning Division at (951) 703-4460 for Planning requirements (where applicable).

The yellow means that your house has a violation(s) which render it contrary to the definition of ‘habitable space’ per the City of Eastvale Municipal Code Section 110.05.010 and 2019 California Residential Code Section R202.
