The vision for Downtown Eastvale is to create a dynamic and distinctive gathering hub that includes residential units, and commercial life style town centered around a new Civic Center. The Civic Center includes a new City Hall, Library and Innovation Center, Police Station, Public Plaza, and Civic Park.
The project will feature high-quality design aimed to create a sense of place while enhancing the aesthetic and visual quality of the neighborhood.
This future lifestyle center will be known throughout the city, region, and state as a “destination” location.

Downtown Eastvale Business Interest Form
The Inland Empire's Newest Lifestyle Town Center will include:
- Up to 2,500 residential units
- Up to 325,000 sq. ft. of retail and commercial space, including a hotel
- City Hall
- Library and Innovation Center
- Police Station
- Fire Station

Overall Conceptual Site Plan
Given the size and scale of the overall project, this site plan is conceptual and subject to modifications as the various components of the project move through the approval process.
Residential Components:
The New Home Company and Quarterra are residential developers that are responsible for delivering the housing units. New Home Company’s Phase A model homes are anticipated to be completed before the end of 2024. New Home Company’s Phase B model homes are anticipated to be completed by the end of 2025. Quarterra’s Phase A units’ building permits are currently under review.
Downtown Core
Civic Center:
The City of Eastvale is responsible for designing and constructing the Civic Center, which includes a new City Hall, Police Station, Library and Innovation Center, Public Plaza, and Civic Park. The City recently submitted a building permit application for the Civic Center. It it anticipated that the Civic Center will be opened by the end of 2027.
Commercial Core:
The City is in the process of speaking with developers that are interested in designing and constructing the Commercial Core. Designed as a gathering and lifestyle hub for the community, the Commercial Core is anticipated to include food and beverage vendors, restaurants, retail shops, and a hotel.
